The WCPI is led by a nine-member Governing Board. The Board is made up of one representative from each state representing a community organization, higher education, tribal representative, or law enforcement agency. One member from each official partner agency — the Crime Prevention Association of Oregon (CPAO), Portland Police Bureau (PBB), and Western Oregon University (WOU) fiduciary agent, also participate on the Board and have one vote collectively.

The Governing Board operates in a consensus environment to provide guidance and logistical assistance for delivery of service and product. Chair and Vice-Chair serve one-year terms.

Board members chair State Advisory Councils (SAC) in their respective states and assist in building local capacity, representing their state's training needs, and recruiting local instructors.
